Intimacy During Menstruation

During menstruation, is it permissible for husband and wife to engage in intimacy whereby they rub private parts against one another, whilst either one or both of the spouses are covered totally from naval downwards?

It is permissible for the husband to do so if the area between the navel and the knee is covered with some sort of clothing. It is not necessary for the area below the knee and above the navel to be covered whilst being intimate.
