Can interest funds be used to build roads in India?
Answer
It is not permissible to build roads in India or anywhere for that matter by using interest money.
The only way it can be disposed of is as we have already mentioned above, that it must be given away to the poor person without the intention or hope of getting any reward.
If these funds are used to builds roads etc. then both rich and poor will benefit from those roads, whereas it has been stated in the books of Fiqh this wealth must be compulsorily given away and the recipients of such wealth must be only the poor and not the rich and wealthy. Furthermore, the condition for disposing of such Haraam funds is that the poor person who is the recipient of it must take ownership and possession of it. If the funds are used to build roads, no such transfer of possession into the ownership of the poor is found.

مالک کو اپنی اصل رقم سے زائد جو رقم سود کے نام سے ملی ہے وہ واجب التصدق ہے اور شرع میں صدقہ جب مطلق بولا جائے تو صدقہ تملیک پر محمول ہوتا ہے جس کا مصرف فقراء اور مساکین ہیں تعمیری کاموں میں اسکا صرف کرنا جائز نہی ہے اس لیے کہ اس میں تملیک نہی پائی جاتی
