Question
Is it permissible for a male teacher to teach the female teachers Tajwid and in particular look at their face uncovered to see if they are reading the letters properly?
Answer
If there is no other female teacher to teach them this science, if there is no fear of Fitnah and if it is done behind a veil (Purdah) then it will be permissible. However, in the manner you have stated where the Ustaadh looks at the faces of these women, then it will be impermissible. Tajweed has to do with recitation, which mere listening is sufficient to determine as to whether the recitation is correct or not, there is no need to see the face and mouth etc. of the women, besides this, it is not even permissible for him to hear the voices of strange women as their voices are also regarded to be in Purdah.
The best would be for the Ustaadh to teach this science of Tajweed to his wife or daughter, or one of his Mahrams (those people whom it is not permissible for him to marry), and they then can impart this knowledge on to other women.
