Question
Is it better to cut my nails in the state of haidh at the end of zul qadah or to cut my nails during the first 9 days of zul hijjah (before qurbani)?
Answer
Cutting the nails in the state of Haidh is Makrooh whilst abstaining from cutting the nails in the first ten days of Zhul-Hijjah (for a person doing Qurbani) is Mustahab.Based on this, it would be preferable not to cut the nails in the first ten days of Zhul-Hijjah.
However, if the nails have grown very long in the days of Haidh, then it will be permissible to cut them, even though the first ten days of Zhul-Hijjah have commenced. In fact, if a woman has neglected cutting her nails from such a long time that by the time she enters her Haidh period, she has neglected this for 40 days or more, then it will be absolutely essential for her to cut her nails, even if it means having to cut them during the ten days of Zhul-Hijjah.

مَطْلَبٌ فِي إزَالَةِ الشَّعْرِ وَالظُّفُرِ فِي عَشْرِ ذِي الْحِجَّةِ [خَاتِمَةٌ] قَالَ فِي شَرْحِ الْمُنْيَةِ: وَفِي الْمُضْمَرَاتِ عَنْ ابْنِ الْمُبَارَكِ فِي تَقْلِيمِ الْأَظْفَارِ وَحَلْقِ الرَّأْسِ فِي الْعَشْرِ أَيْ عَشْرِ ذِي الْحِجَّةِ قَالَ لَا تُؤَخَّرُ السُّنَّةُ وَقَدْ وَرَدَ ذَلِكَ وَلَا يَجِبُ التَّأْخِيرُ اهـ وَمِمَّا وَرَدَ فِي صَحِيحِ مُسْلِمٍ قَالَ رَسُولُ اللَّهِ – صَلَّى اللَّهُ عَلَيْهِ وَسَلَّمَ – «إذَا دَخَلَ الْعَشْرُ وَأَرَادَ بَعْضُكُمْ أَنْ يُضَحِّيَ فَلَا يَأْخُذَنَّ شَعْرًا وَلَا يُقَلِّمَنَّ ظُفُرًا» فَهَذَا مَحْمُولٌ عَلَى النَّدْبِ دُونَ الْوُجُوبِ بِالْإِجْمَاعِ، فَظَهَرَ قَوْلُهُ: وَلَا يَجِبُ التَّأْخِيرُ إلَّا أَنَّ نَفْيَ الْوُجُوبِ لَا يُنَافِي الِاسْتِحْبَابَ فَيَكُونُ مُسْتَحَبًّا إلَّا إنْ اسْتَلْزَمَ الزِّيَادَةَ عَلَى وَقْتِ إبَاحَةِ التَّأْخِيرِ وَنِهَايَتُهُ مَا دُونَ الْأَرْبَعِينَ فَلَا يُبَاحُ فَوْقَهَا. قَالَ فِي الْقُنْيَةِ: الْأَفْضَلُ أَنْ يُقَلِّمَ أَظْفَارَهُ وَيَقُصَّ شَارِبَهُ وَيَحْلِقَ عَانَتَهُ وَيُنَظِّفَ بَدَنَهُ بِالِاغْتِسَالِ فِي كُلِّ أُسْبُوعٍ، وَإِلَّا فَفِي كُلِّ خَمْسَةَ عَشَرَ يَوْمًا، وَلَا عُذْرَ فِي تَرْكِهِ وَرَاءَ الْأَرْبَعِينَ وَيَسْتَحِقُّ الْوَعِيدَ فَالْأَوَّلُ أَفْضَلُ وَالثَّانِي الْأَوْسَطُ وَالْأَرْبَعُونَ الْأَبْعَدُ اهـ.
