Question
A person discharged his Zakaat. Before the end of the following year, his wealth reached below the amount of Nisaab, However, a few days before the end of his Zakaat year, he received wealth making him Saahib-e Nisaab.
Does he have to give Zakaat?
Answer
Yes, he will have to give Zakaat. The reason being, only the first and last day of the Islamic year are considered when determining the obligation of Zakaat. Zakaat will be Wajib if the complete amount of Niṣaab is found on these two days, even if the wealth dropped below the amount of Nisaab (but at no point completely diminished) during the year.

فتاوى خليلية ج ١ ص ٣٣٥ طبع سهارنبور i وشرط كمال النصاب ولو سائمة (في طرفي الحول) في الابتداء للانعقاد وفي الانتهاء للوجوب فلا يضر نقصانه بينهما فلو هلك كله بطل الحول. (قوله: للانعقاد أي انعقاد السبب أي تحققه بتملك النصاب ط (قوله للوجوب) أي لتحقق الوجوب عليه ط (قوله فلو هلك كله) أي في أثناء الحول بطل الحول، حتى لو استفاد فيه غيره استأنف له حولا جديدا.

وإذا كان النصاب كاملا في طرفي الحول فنقصانه فيما بين ذلك لا يسقط الزكاة، كذا في الهداية.
