Question
I wanted to know that with regards to being a musaafir, is Makkah and Mina considered as one city?
Answer
There is a difference of opinion with regards to Mina being part of Makkah or not. We find different types of texts in the classical books of jurisprudence with regards to this Mas’ala. Some mention that Mina and Makkah are two separate areas.
Due to such texts, some Ulema are of the opinion that these two are separate areas/towns. Another group of Ulema are of the opinion that Mina has now become part of Makkah because of the extensive expansions and built-up areas that are linking Mina to Makkah.
We also hold this view that Mina is now part of Makkah.

ولو نوى الإقامة حمسة عشر يؤما في موضعين فإن كان كل منهما أصلا بنفسه نخو مكة ومنى والكوفة والحيرة لا يصير مقيما

الصحيح ما ذكر أنه يعتبر مجاوزة عمران المصر لا غير إلا إذا كان ثمة قرية أو قرى متصلة بربض المصر فحينءذ تعتبر مجاوزة القرى

وأشار إلى أنه يشترط مفارقة ما كان من توابع موضع الإقامة كربض المصر وهو ما حول المدينة من بيوت ومساكن فإنه في حكم المصر وكذا القرى المتصلة بالربض في الصحيح
